Caveats and Definitions
Until July 1, 1997, paratransit (specialized) rides were provided
through the private, non-profit agency, Specialized Transportation, Inc.
(STI). Since July 1, 1997, that paratransit function has been provided
through MET Special Transit (MST), which is part of the Transit Division
of The City of Billings Aviation-Transit Department. Overall paratransit
ridership declined for three years and then stabilized. One of the
reasons for paratransit ridership declines under STI included the choice
by some agencies to use other providers for their less specialized
needs.
